“a way in the wilderness, and rivers in the desert”. Such is the civil engineering project God will undertake for His people. It is a blessing promised to any experiencing the dryness of a wilderness and desert experience just now.
We are not told whether it will be a way out of the wilderness or a path across it: both are true. The river that He creates will certainly run to the ocean.
In fact, the way He makes through the wilderness makes the journey to be pleasant and enjoyable just as the river in the desert transforms the sandy waste into verdant pasture.
God’s promise makes no wilderness impossible and no desert impassable.
